Custom Textures Bump/Normalmaps- effects of textures

Perhaps you have seen that every texture can have a _bump _norm or _gloss effect.
Here are some programs and plugins to create those "effect"textures
Gimp:

Photoshop:
NVIDIA Normal Map filter and NVIDIA DDS plug-in: Explanation and plugin
Or use crazybump ... but there is just a demo available.
