Yeah, the spawntimer can probably cause spawncampers to be more effective. But if they die, they also have to wait 6 seconds to spawn again.
Maybe, after all, no timers or shields is the best... It's a tough choice ^.^ But I'm all up for trying a 6 seconds spawntimer for a few days and see how it goes. Maybe even have an experimental server to test it on.
